A "rip it open" treat toy is a great idea, however the pillow stuffing could be a danger to dogs that aren't super careful about separating the treat out before swallowing, and it won't break down in their digestive system.

A safer option that has the same effect is to wrap the treats in sheets of newsprint or grocery bag paper. For a final wrap, you can put the treat package in a paper lunch sack and roll the top down. The dogs will enjoy tearing the paper apart, it's easier for them to avoid swallowing it, and it's easy enough to pick up when they're done. Paper towel tubes also work well in place of the lunch sack. :)
