A tutorial would be ridiculous. It's too easy. :) Look up a pattern for a dog vest, create the vest without finishing the bottom, take a piece of material (long enough to reach your dogs bottom) gather the fabric using a running stitch, and sew across right sides together. :) I used fix a stitch to glue the lace. :)
Suzanne, thanks for passing along this idea - we do have a pattern for a therapy dog vest that could be adapted simply by widening the bottom edges to go all the way to the front legs and meet underneath in the middle.
